Ukrainian soldiers and civilians regained full access to high-speed satellite internet on Saturday morning, ending a week of significant operational disruption. The restoration of Starlink and Starshield speeds came after President Volodymyr Zelenskyy confirmed the system was back to normal, a development that immediately improved front-line logistics and air defense capabilities against incoming drones.

The situation escalated over the past week, leaving military commanders and government officials in a state of uncertainty regarding the cause of the slowdowns. Questions persisted until Saturday, when Elon Musk publicly acknowledged that his company, SpaceX, ordered the speed limits. This admission clarified a murky period where Kyiv struggled to determine who was responsible for the interruptions to the network it has relied on since the full-scale invasion began in February 2022.

Musk defended the decision in a post on X, arguing that the civilian commercial service should not be used for offensive drone strikes. He stated that the Ukrainian military had violated the terms of service by using Starlink for such operations and that the company closed this loophole last week. However, he clarified that the U.S. government controls changes to Starshield, the military-grade version of the system that underpins many of Ukraine's drone operations and communications.

Ukrainian leaders emphasized that the restoration was timely. Zelenskyy noted that the speed increase began overnight and was sufficient by Saturday morning. He highlighted that the improved connectivity is vital for coordinating logistics and defending against Russian jet-powered Shahed drones. Defence Minister Yevhenii Khmara credited direct dialogue and Zelenskyy's diplomacy with Washington for the resolution, noting the outcome is critical for the work of drones, logistics, and communications on the front.

The episode has added a new layer of strain to relations between Kyiv and Washington. These ties were already tested by a reported deal between U.S. President Donald Trump and Moscow regarding Russian diesel imports, a move Ukraine viewed as a betrayal. While Trump said he did not make the call to limit speeds and that Musk should not be blamed, Vice-President JD Vance hinted at coordination between the White House and Musk. In contrast, Secretary of State Marco Rubio and Defence Secretary Pete Hegseth denied any administration involvement in the decision.

The return of full internet speeds occurs against a backdrop of renewed diplomatic efforts. Russia agreed on Wednesday to resume three-way talks with the U.S. and Kyiv next month. Additionally, Kyiv and Moscow reached an agreement on Friday for a localized ceasefire around Oleshky, a town in the southern Kherson region. This ceasefire was brokered by U.S. First Lady Melania Trump, signaling a potential shift in the diplomatic landscape despite the technical disputes.

Combat operations continued across the region on Saturday. Local officials reported that a missile attack on Lozova in the Kharkiv region killed one man and wounded two others. In Crimea, authorities installed by Moscow reported blackouts following overnight Ukrainian strikes. Ukrainian forces also targeted a chemical plant in Tolyatti, which produces materials for rocket fuel, and an electronics plant in Oryol that manufactures missile components. Three people died in the Oryol attack, according to local officials.

Ukrainian drones also reached deep into Russian territory, striking a logistics centre for the online retailer Ozon in the Omsk region. This location is more than 2,000 kilometres from the border. The retailer reported that the drone attacked the facility, though no casualties were confirmed. These strikes demonstrate the continued reach of Ukraine's drone capabilities, even as the country works to stabilize its communication infrastructure.

The resolution of the Starlink speed issue provides a necessary technical boost to Ukraine's defense efforts. With speeds restored, the military can better coordinate its air defense and logistical movements. The incident highlights the complex interplay between commercial technology and military necessity in the ongoing conflict, as both sides navigate diplomatic and technical challenges simultaneously.
