Director of National Intelligence Jay Clayton warned Secretary of State Marco Rubio that lethal attacks are in advanced stages.

Director of National Intelligence Jay Clayton informed Secretary of State Marco Rubio on October 23 that Iranian efforts to kill American citizens have reached advanced stages. The intelligence memorandum, which also went to CIA Director John Ratcliffe, details a sharp rise in targeting by Tehran against US personnel. Clayton wrote that lethal plotting efforts have intensified in the Middle East and other unnamed countries. This assessment marks a distinct escalation from previous intelligence assessments regarding Iranian intent.
The warning arrived as Washington moved to reduce its diplomatic footprint in the region. Earlier this week, the State Department ordered nonessential employees and their families to depart Saudi Arabia. This decision followed renewed attacks by the Iranian-backed Houthis. Axios reported that similar reductions were ordered for embassies in the United Arab Emirates, Lebanon, Qatar, and Jordan. CNN noted that some diplomats had only recently returned to these posts after earlier evacuations during the Iran war.
Clayton acknowledged that the specific intelligence on threats to government personnel is relevant to a wider group than those currently cleared to receive it. He stated that the underlying information had already been shared with senior members of Rubio's team who hold the necessary security clearances. The director offered Rubio an additional briefing to discuss the findings in greater detail. This step aims to ensure that State Department staff at risk have access to relevant data.
The memo itself was marked unclassified and did not list specific targets or attack methods. It also avoided naming countries outside the Middle East where plots were allegedly developing. Clayton pledged to make every effort to downgrade the classification of the intelligence. This action would allow Rubio to share details more broadly with State Department employees who might be at risk in the field.
President Donald Trump maintained the possibility of further military action while discussing the situation on Friday. He suggested the United States could conduct another operation similar to Operation Epic Fury if Tehran does not reach an agreement. "We may do another little Epic Fury. Or they'll agree," Trump said. His comments kept open the option of a second major strike while diplomatic channels remained active.
Israel has urged Washington to launch new strikes on Iran sooner, according to CNN. However, those efforts have not yet succeeded in changing the US timeline for potential military operations. The State Department continues to weigh additional military options alongside diplomatic efforts to secure a deal. The current reduction in diplomatic staff reflects a growing concern for the safety of American personnel in the region.
The intelligence community has gathered information through multiple channels to confirm the rise in Iranian activity. Clayton’s memo serves as a formal notification of this increased threat level. It provides the State Department with a basis for further protective measures and staffing adjustments. The document highlights the current state of US-Iran tensions and the immediate risks facing American citizens abroad.
