The Maryland Attorney General’s Office announced on Thursday that Howard County police officer Amir Parker will not face criminal charges related to a September pursuit that ended in a deadly crash in Jessup. The Independent Investigations Division concluded the review on October 20. The office determined that Parker did not commit a crime under Maryland law during the incident.

The crash on September 6 killed Anthony Bowers Jr., a 20-year-old resident of Baltimore. He was a passenger in an Infiniti carrying three people. The other two occupants were injured and transported to a hospital after being ejected from the vehicle. The accident occurred in the 2100 block of Montevideo Road in Anne Arundel County.

Investigators established that the incident began around 2 a.m. in a parking lot in the 7100 block of Montevideo Road in Howard County. The Infiniti struck Parker’s unmarked Ford F-150. The driver of the Infiniti stopped briefly before accelerating away. Parker contacted dispatch and received permission from a supervisor to initiate the pursuit.

Parker activated his lights and sirens and followed the car for approximately one mile. The pursuit lasted roughly one minute, with Parker’s vehicle reaching speeds of about 80 mph. He maintained radio communication throughout the chase and slowed down while clearing an intersection. The Infiniti crossed into Anne Arundel County, left the roadway, and hit a concrete retaining wall. An eyewitness told investigators the driver appeared to lose control after crossing railroad tracks. Parker arrived at the scene about 20 seconds after the impact and called for emergency medical services.
