Three tankers carrying Russian diesel are currently en route to the eastern coast of the Atlantic Ocean, according to Russian Deputy Prime Minister Alexander Novak. Speaking on Friday, Novak stated that the vessels are part of a new agreement allowing Russian companies to supply 500,000 metric tonnes of fuel to US and global markets in October. The Russian Direct Investment Fund is supporting the movement of these initial shipments.

The arrangement was announced earlier this month by President Donald Trump. Under the terms of the deal, Russia agreed to provide diesel to international markets to help reduce fuel prices. In exchange, the United States agreed to temporarily lift sanctions on Russian fuel. Reuters reported that one of the vessels, the Malta-flagged medium-sized tanker Agioi Fanendes, is loaded with ultra-low sulphur diesel. The ship is expected to arrive in the United States on November 7.

Separate diplomatic efforts are underway as the White House announced that Russia and Ukraine have agreed to a ceasefire in the city of Oleshky. Both sides will halt military operations in the Russian-occupied town starting October 27. The pause is intended to allow humanitarian aid to reach the population and to prepare for the evacuation of civilians. Officials from both nations indicated that they are close to finalizing the ceasefire terms.

Oleshky has been under Russian occupation since February 2022. Residents report severe shortages of food, water, and electricity. An estimated 2,000 people remain in the city, with some surviving on weeds, boiled grass, and small bread rations. The humanitarian crisis has worsened as the conflict continues in southern Ukraine.

President Volodymyr Zelenskyy said on Friday that negotiators from Ukraine, Russia, and the US have agreed to hold technical-level meetings in Abu Dhabi during the first half of November. A US official later noted that the three countries might meet again in a few weeks, possibly in Abu Dhabi or Switzerland. Zelenskyy expressed hope that a meeting of the countries' leaders would follow these technical discussions.

The diplomatic push follows recent tensions between Washington and Kyiv. These include limits placed on the Starlink communication system used by Ukraine for defense. Trump said on Friday that he would resolve any remaining access issues and potentially raise them with SpaceX CEO Elon Musk. In Europe, EU leaders urged UK Prime Minister Andy Burnham to increase contributions to Ukraine's defense during a summit in Brussels. The UK government is scheduled to present its first budget under Burnham's leadership next week.

The International Atomic Energy Agency announced on Friday that repairs to key power infrastructure near the Zaporizhzhia nuclear power plant are complete. The work was done under a temporary ceasefire brokered by the agency. Repairs strengthened the plant's connection to the Ferosplavna-1 power line, its sole remaining external power source. This reduces the risk of another loss of off-site electricity at Europe's largest nuclear power station.
