Ukrainian military commanders say Russian troops used a ceasefire in the Oleshky area to upgrade their defensive infrastructure and supply lines.

The General Staff of the Armed Forces of Ukraine stated that Russian units rotated their personnel during the pause. The report details that Moscow strengthened positions and expanded anti-drone protections along key roads. Logistics capacity was also scaled up, which included the delivery of ammunition to forward locations.

Dmytro Lubinets, Ukraine's Parliamentary Commissioner for Human Rights, announced the ceasefire began at 03:00 on October 27. The truce was scheduled to end at 22:59 on November 1. Russia's Defence Ministry confirmed the start time. The evacuation route for residents ran through Russia and Belarus before crossing into Ukraine.

President Volodymyr Zelenskyy reported on October 31 that the humanitarian operation was complete. He confirmed that all evacuated Ukrainian citizens crossed the state border in Chernihiv Oblast. Aid supplies reached their intended destinations during the period.

The General Staff noted that Ukrainian forces strictly adhered to the agreed terms. The report contrasts this with Russian actions, describing the pause as a period of reinforcement rather than a halt in operations.

Lubinets announced the end of the ceasefire on the evening of November 1. He stated that both sides honored their commitments throughout the duration of the agreement.
